Dmitry Pankin is The Head of the Federal Financial Markets Service. He had held the position of Deputy Finance Minister since 2008 till April 2011. Pankin joined the Russian Finance Ministry in 2004 as Deputy Director of the Department of International Financial Relations, State Debt and State Financial Assets, where he became Director in 2005.

He began his career as a lecturer at the Leningrad Agricultural Institute, then moving on to lecture at the Leningrad State Institute of Theater, Music and Cinema. Pankin became the Head of Department of the Committee on Economic Reform of the Leningrad Executive Committee in 1990, transferring in 1991 to the same position at the International Center for Socioeconomic Research (Leontief Center) of the Leningrad Mayor’s Office. He continued his career in the Mayor’s Office as Acting Deputy Head of Directorate, Deputy Chairman of the Financial Committee of the Main Financial Directorate of the Leningrad Executive Committee and Deputy Chairman of the Finance Committee. In 1994, he took on the position of Deputy Chairman of the Economics and Finance Committee in the St. Petersburg Mayor’s Office.

From 1994-99, and again in 2000-03, Pankin served as Chairman of the Board at the St Petersburg Bank for Reconstruction and Development. For the year in between, he was Head of Department at Unified Energy System of Russia (RAO UES of Russia).

Pankin has a Bachelor’s degree in Political Economy from Leningrad State University, where he also completed his board in Economics.
